What is the Parentage Opportunity Program (POP)?

California’s Parentage Opportunity Program provides unmarried parents and parents that had their child through assisted reproduction the opportunity to voluntarily acknowledge parentage (legal parentage) by signing a Voluntary Declaration of Parentage (VDOP) form.

What is the Voluntary Declaration of Parentage (VDOP) form?

When signed by both parents, the VDOP form establishes the legal parents of the child named without going to court.

What are the benefits of signing a VDOP?

  • Knowing parentage is legally established
  • Eliminating the need to go to court
  • Both parents' names can be added to the child's birth certificate
  • Child entitled to health coverage under both parents' plans
  • Social Security and other benefits
  • Providing parents with visitation and custody rights
